Emirates Central Cooling Systems Corporation (Empower) announced the commencement of district cooling services for the first phase of the Al Habtoor Tower project, spanning 3,517,313 square feet. All phases of the project are expected to be completed by the end of 2027, bringing the total capacity to 7,200 refrigeration tons (RT), equivalent to approximately 75% of Burj Khalifa’s peak cooling needs. This comes as part of the agreement signed between Empower and the Al Habtoor Group in April 2024 to provide district cooling services to the Al Habtoor Tower project from one of its plants located in the Business Bay area.
Empower confirmed that it will provide district cooling services using advanced systems that ensure energy efficiency and reduce carbon emissions. The project’s network was designed in accordance with best environmental practices to meet cooling requirements efficiently and sustainably.

He emphasized that the corporation continues its expansion and employs modern technologies within a strategic framework based on implementing planned sustainable development. This is in accordance with the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, may God protect him. These directives aim to reduce electricity and water consumption and make the emirate a global hub for the green economy and the city with the lowest carbon footprint in the world by 2050.
Al Habtoor Tower is one of the most distinctive urban projects in Empower’s portfolio. The tower rises 350 meters in height, comprises 87 floors, and includes 1,701 residential units, along with a variety of luxury amenities. It is expected to accommodate 5,000 residents.
It is worth noting that Empower provides environmentally friendly district cooling services to all Al Habtoor City projects, which include a group of luxury international hotels and mixed-use residential towers.
